This tutorial will teach you how to simulate moving cameras in Sony Vegas Video 5.0b & above.
I will include techniques such as zooming & panning and show how simple it is to enhance a scene with some simple panning and hold your viewer's interest better.

//Part 1 - Understanding key frames.
//============================================
Anyone that has used Macromedia Flash to create animations will have a head start here. Key frames are intervals of time that contain various settings. The settings gradually change between each interval, creating animation.
For example, if you have 2 key frames, 5 seconds apart, one containing the information to zoom in 400%, and the second key frame says to zoom at only 200%, the 5 seconds between will show the video slowly zooming out.

//Part 2 - Key frames applied / zoom effect.

To apply key frames, open Vegas and import a small video clip of your choice.
File > Import > Media...
Drag the clip onto the time line and to the far right of the clip you will see a small square. This is where you control the video event's pan / crop settings. Click on it to bring up the pan / crop dialog.

Down the bottom of the pan / crop dialog is a small time line. This is where we create our key frames.
The first effect we will create will be a simple zoom effect. Click about 5 seconds along your time line and then click the small plus sign. This will add a new key frame. Change the width and height to exactly half of the setting your video clip was originally set to.

Close the pan / crop dialog and watch your preview window when you click play. If you have done everything correctly, it will slowly zoom in on your video for 5 seconds.

//Part 3 - Panning.
//============================================
Panning basically means to move the camera around. Since we don't actually have a camera when working with video files, we have to simulate one (unlike hollywood movies that would have actual camera's on rails that move around).
To do so, we also use the pan / crop feature with key frames.
Some CS movies can look really plain if they don't use panning techniques. Static cameras are quite boring to watch. Simply moving a camera sideways even if only slightly adds a lot to a movie. The best example of effective panning is my CS movie i made as a trailer for a competition in Western Australia called WA Derby. It can be found here.
To apply some panning to your video, open the pan / crop dialog again.
Once again, create a key frame about 5 seconds into your clip's time line. Place another key frame 10 seconds into the clip.
On the first keyframe, half the width and height. Do the same for the 2nd key frame. However, on the second key frame, reduce the X position by about a quarter.
Your pan / crop screen should look something like this:

Now when you view your preview, it should zoom in for 5 seconds, then move sideways across the video for a further 5 seconds.
