Settings Wont Save Options settings wont save

Ok, after I couldnt get sprays to work, I reinstalled css numerous times and a annoying problem started. None of my options save, and its a nuisance but its a selective problem, for instance: My name will change and remain the same, but my videos settings wont stay at what i selected. Thats the main problem how do i go about getting my video settings to stay what i set them up.

Go to your cstrike folder>cfg then set your config.txt note pad to read only in properties and it should work.

That usually happens to my CSCZ:DS and the games at internet cafes. Do not reinstall, it's a waste of time. BTW did you press apply then ok, cause usually I press apply first.
