Map re-skinning How do I convert files?

I have a big q, I want to re-skin a map, but i need to know how to covert the file, and it is very hard to find a program to do so, if anyone can help, please do so, thanks.

I wanna reskin de_dust, and de_dust 2 so that i can make a version of it with cap-points for TF2. I need something that doesn't cost money.

I think someone already made a de_dust map for TF2 from scratch. Anyways, I don't think those maps would make for a good cp conversion, they weren't meant for it. You're better off brainstorming new ideas rather then taking already made maps and converting.
