Team Fortress 2 Tweaker Anyone heard/used this?

While searching for TF2 images in google, I found this image, and the website. Does anyone use this tweaker, or have they seen it before? Reason i'm asking is because if it's safe and such, maybe it could be given to members with performance issues. If you would like the website, leave a message on my profile. I'm not going to post it here incase it's not safe to use. I highly doubt it's not safe, but just to be cautious. Edit: Or roma just post the link...
