Problem with skins , HELP! I've got problem with my skins on Cs:s

I have download some skin from FPSB and instaled them, and when I go to the game it only works on LAN-servers I make and on some surf servers, but not on example de_dust2 What is the wrong ? please help !

The server has zb_block or is forcing consistency and sv_pure 1

Could be random that the server has sv_pure set to 1
