They are very useful for cutting visual leafs and are a good way to improve fps.
If you are interested I would be pleased to help you understanding that.
In second screenshot you can see the hell I've done for improving fps. Without that I reach about 10fps.. ;)

Low fps are caused by lot of props in the map. The front side and the back side of the building has a lot of windows opened. This expose to viewpoint about 40-50 props per view and therefore there's lag.
To fix that I've closed about 6 windows and introduced a lot of complicated hint/skip brushes to reduce number of props viewed per frame. This will increase compile time but hope that can help.
If you type in console "mat_wireframe 3" you will see what leafs and props are rendered within your visual point. The problem was that you can view front side of building from the back side and vice-versa.
I'll try to compile tonight and when it's finished I'll post a new submission with new map.
