Oh my god, this spray is an instant win.

I see no flaws with it, just a few jagged lines which could be smoothed out, good looking cutout and nice quality, overall great job. :)

Pros: This spray looks really good, nice quality, it looks great in game which is always a good thing. The cutout on the character itself (the little parts that are cutout, anyways) looks spectacular.

Cons: I'm not a fan of the border, I don't mean the looks, but how it's constructed. The outer glow you used looks like the default settings, which usually looks pretty bad. Also, you can see the little staircase jagged edges around the inside and outside of the circle where you put the 1px stroke. Although that's easily fixable for next time you try to do this.

Improvements: Fix the settings on the outer glow, or just get rid of it altogether, to fix the staircase-edgy look to the stroke on the inside & outside of your border, add a Gaussian blur (Filter > Blur > Gaussian blur...) of somewhere between 0.2 and 0.4 pixels, that should smooth out the 'staircases' without degrading the quality of the overall spray.
