Look at some of Millenia's or Teh Snake's skins. Commonly it is appropriate to use a 1px dodge brush, and a varying exposure upon the degree your scratches should be seen, and how bright the metal is. Having the scratches make sense is really important, and something that varies from weapon to weapon. Exposed and highlighted areas are bound to receive more scratches than indented areas. Look at pictures of a real gun that is scratched. You are going to see scratches in some places but not others, and what i said above is why.
