It is a screenshot from our (NC Project) blowout visuals testing. Sky textures etc. are completely made by Argus, there's nothing from vanilla game, so don't try to remember, where it must happen :)

Blowouts occur all the time in the zone after the initial incident. So this could be any time after it, probably in some mod for SHOC.

Might be the result of another explosion with in Chernobyl, in shadow of Chernobyl did they ever mention anything about the other reactors exploding? Maybe after he escaped and blew the brain scorcher later on one of the other reactors blew, with some of the reactors still being active but dormant and ready to explode at anytime.
