Yeah this would be the exact reason we have a teamspeak that no one seems to use. So if you wanna have a conversation about something you should do it on teamspeak not over the mic in game so every one else has to hear it as well.

It's extremely difficult to select mute players in the escape menu. You'll always have people going off topic, especially in tf2, but it's the people's personalities in the server that make others want to return. What's wrong with discussing your future as a sexual education teacher anyway?
