No the case fans are 17dBA and the CPU fans are 19.8dBA. You can barely hear the CPU fans, and the case fans are pretty much silent. I can make the CPU fans 17dBA too, but they end up getting less CFM than the case fans lol.

All he did other than replacing the fans was removing the stickers and painting the thumb screws. My airflow is so pro, I don't use the fan.

Lol, the amount of time and effort gone into that, I just would well not be bothered ! Does look good however. It just irritates me slightly because the Airflow cooler is the only thing in my case which makes any noise :(

Not sure, maybe if your mobo can do it, or you can under volt them. Or you could get new fans for it, like this guy:
