Yeah, .PNG as cube said, or the highest quality .BMP. Although I recommend using something like GIMP or Paint.net instead of MSPaint. Mainly for reasons that the export process usually gives more quality output then MSPaint. But it all depends on your personal style or what your most comfy with.

The scale would be determined by how much detail you are looking to put into it. The bigger the overall piece, sometimes can mean the more detail that is expected of it. I'd say start out for your first project, on something a little smaller scale. But definitely go for the look and style that you're trying for. : ) You should create a thread for it, so we can see the development process as you work on it. ;D
