IP address is not a definitive indication that a user has registered multiple accounts because many ISPs issue dynamic IP addresses which can change on a daily basis. Users behind some networks even change IP addresses on every page request. A good indication is the similarity of the emails and user agent. If all the emails are from the same email host and the user agents are identical, it is likely they are duplicate accounts.
